rehabilitation centre "rehabilitation centre" includes any place declared by the Minister under rule 95 to be a place for the rehabilitation of detained persons or of persons against whom an order of detention has been made but the operation thereof suspended under section 10 of the Act, and who have been admitted on their signed application to reside in such place;
